Joint Urban Stabilization & Evacuation (JUSE)

A joint force conducts a time-sensitive stabilization and evacuation in a dense urban district following civil unrest and complex threat activity. The exercise stresses decision-making, C2 discipline, and interagency coordination under compressed timelines.

Training Audience

Joint force with SOF elements; interagency partners; coalition liaison teams.

Primary objectives (linked to METs/METLs):

  • Plan and execute a phased entry, stabilization, and protected movement of noncombatants.
  • Synchronize fires, ISR, medical, and mobility support under a unified battle rhythm.
  • Coordinate with interagency/coalition nodes for permissions, information sharing, and public messaging.
  • Capture observations to drive rapid corrective actions and sustainment plans.

Environment

Multi-block urban site (roads, market, clinic, government building), live/virtual role players, simulated social media, EMS/EW effects as allowed.

Scenario flow

  1. Shape & Entry
    • Inject: Competing reports on crowd size and an unconfirmed small-arms incident near the clinic.
    • Inject: Civil authority requests a joint liaison at the municipal EOC.
  2. Stabilize Key Nodes
    • Inject: Clinic calls in 2x wounded; route is contested by debris and traffic.
    • Inject: Sudden comms degradation on one net; request ISR handover.
  3. Protect & Move
    • Inject: Priority evac list updated; adds a high-risk medical case requiring immediate movement.
    • Inject: Rumor surge online (simulated) claims “forces fired into crowd.” PAO/IO must respond.
  4. Retrograde & Transition
    • Inject: Vehicle breakdown during retrograde; quick cross-load and route change required.
    • Inject: Host-nation partner asks for a short turnover brief and joint statement.

Measures & Assessment

  • Time to establish C2 and common operating picture; route deconfliction accuracy; ROE adherence.
  • MEDEVAC 9-line quality and timelines; casualty care handoffs; comms resilience under EMS friction.
  • Interagency coordination steps documented; PAO response clarity and timeliness.
  • AAR data completeness; corrective actions assigned with owners/timelines.
