Littoral Interdiction & Sensitive Site Exploitation (LISSE)

A joint force with SOF elements conducts a nighttime interdiction on a littoral objective, followed by time-bound sensitive site exploitation. The exercise emphasizes cross-domain integration, maritime/shore coordination, and evidence handling.

Training Audience

Joint/SOF task element; maritime and air components; coalition and interagency liaison cells.

Primary objectives (linked to METs/METLs):

  • Plan and execute interdiction with synchronized surface/air ISR and deconflicted airspace.
  • Conduct SSE to standard: site security, evidence triage, biometrics (simulated), and reporting.
  • Maintain OPSEC/EMCON while managing public safety and host-nation coordination.
  • Translate SSE findings into decision-quality reporting within the exercise timeline.

Environment

Maritime waypoint to shore facility (pier/warehouse mock-up), small craft movement, night-vision conditions, simulated UAS track, controlled pyrotechnics as permitted.

Scenario flow

  1. Approach & Fix
    • Inject: ISR queue shift—primary feed degrades; backup track requires tasking.
    • Inject: Host-nation harbor master requests updated movement window.
  2. Interdict & Secure
    • Inject: Suspect craft diverts toward a no-go area; quick ROE clarification request.
    • Inject: Minor non-combat injury; on-scene casualty care and reporting.
  3. Exploit & Report
    • Inject: Unexpected locked container discovered; decision on breach method and evidence preservation.
    • Inject: Time-bounded request from higher for a 5-line spot report and photo log.
  4. Exfil & Transition
    • Inject: Shore protest activity (simulated); reroute to alternate pickup.
    • Inject: Coalition partner asks for a sanitized summary and evidence chain-of-custody confirmation.

Measures & Assessment

  • Interdiction timing vs. plan; air/surface deconfliction; comms discipline under EMCON constraints.
  • SSE checklists completed; chain-of-custody accuracy; report completeness and timeliness.
  • Safety adherence (water/shore, night ops, pyrotechnics); risk mitigations executed.
  • AAR alignment of observed performance to objectives; documented corrective actions.
